概要

This course provides an essential knowledge of international public law focusing on the Conflict and Security Law. The method of work is an intensive reading of the designated research handbook followed by discussions in order to enhance students’ research capacity.

This course is officilally recognised as Hiroshima-Nagasaki Peace Study Course.

科目の到達目標

This course aims to enhance the students' research capacity especailly to draft an academic research note. Therefore the submission of a progressive report in the form of a draft research note is mandatory at the end of the 1st semester.

受講要件

A good command of English to understand the issues related to Conflict and Security Law is prerequisite. This course is composed of 2 parts and students are thus obliged to attend both of them.

事前・事後学修の内容

It is recommended to read a standard textbook of international public law in advance. It is also expected to understand the importance of the peace study in the context of Hiroshima city that experienced the first atomic bombing in human history through this course.

講義内容

  • After the general introduction for Conflict and Security Law, this course covers, inter alia, following issues (chapters 1-10):
    -Conflict prevention,
    -Disarmament and non-proliferation,
    -The prohibition of threats of force,
    -The prohibition of the use of force,
    -The centrality of the United Nations Security Council in the legal regime governing the use of force,
    -A study of the scope and operation of the rights of individual and collective self-defence under international law,
    -The use of force for humanitarian purposes,
    -A taxonomy of armed conflict,
    -Weapons,
    -Targets.
  • Discussions to facilitate the planning of the research note’s structure.
  • On-site visit to the war memorial site such as A-bomb dome and listening to the Hibakusha testimony.
  • Presentation of the progressive report (in the final class of the 1st semester)

評価方法

Assessment is based on the oral presentation of the progressive report (interim draft research note).

担当者プロフィール

Born in 1964 in Hyogo Prefecture. He received the academic title LL.D. (Docteur en droit) from Université Paris 1 (Panthéon-Sorbonne). His specialization is international disarmament law and so on. After 28 years of diplomatic service, he left the Ministry of Foreign Affairs of Japan in March 2015, and assumed his current post at the Hiroshima Peace Institute, Hiroshima City University.
