Objectives
The 2020 Vision
is an extremely simple set of four demands:
1)
Immediately de-alert all nuclear weapons
Even
today, nearly two decades after the end of the Cold War, US and Russian nuclear
weapons stand ready to launch on warning. This level of alert today is madness,
and stepping down is the quickest, easiest way to prevent an accidental nuclear
holocaust.
2) Immediately start substantive
negotiations toward a
universal nuclear weapons convention
On July 8, 1996, the
International Court of Justice found nuclear weapons illegal and all nations
under an obligation to negotiate in good faith to eliminate them. The
nuclear-weapon states promised to do so when they signed the NPT in 1969, and
strengthened that promise at the review conference in 2000.
3) Conclusion of a nuclear weapons
convention by 2010
A model Nuclear
Weapons Convention already exists as an official UN document. All it requires
is some adjustments and acceptance.
4)
Physical destruction of all nuclear weapons by 2020
The weapons can
be destroyed. Fissile materials can be rendered unusable. Strict international
control is technically feasible. A nuclear-weapon-free world is possible.
